True, but the lulu concept is pretty hard to design. I cant imagine lulu getting a legendary skin tbh. It just doesnt fit her imo. I can imagine it to some other champions that has a bigger impact as of a lore, gameplay (as how often its picked/banned), and if they are in a need of a new skin (lulu has really cool skins and I think its enough for now)
As riot employee once said - “will it disturb the nature of the champion, is the theme fitting, would people spend money on such skin?”
There are a lot of factors that can influence the aura around lulu and riot eployees are pretty vary of those.

Lulu is probably played a lot more than Teemo, and it has been a while since she had a skin release, but she has a bunch of great skins already. A cute one, a dark + themed one, a 1350 skin, and a 1350 christmas skin.
Teemo has a lot of skins, sure, but think about what those skins are. Three are unavailable - a christmas one, and two retextures. Of the available skins, there’s a 1350 themed skin, a jokey + themed one, an easter skin, and another themed skin. And Teemo has been around for three years longer, and is a staple name pretty much.
All of his skins are based on being cute.
Now we get a skin that focuses on Teemo as a character. A twisted young yordle who takes pleasure in silently watching his enemies slowly die. A boy who goes off on his own, under the name of the scouts code, and kills hundreds with a smile on his face.
Then, he watches as he loses everything. He stops being able to smile. He stops believing in his excuses, in his honor, in his hope.
A dark realist Teemo from a broken world.
It’s the type of skin that I imagine even Teemo haters would want to get, simply because it’s so refreshing.
Well, I get your point, but for someone like me, a very big Lulu fan, there can never be enough Lulu skins. Altough I wouldnt mind skins for other Yordles too, since I like all of them except Teemo.

You know, even if the skin was ugly, I’d still get it just for the voice acting. There’s a nice mix of cute Teemo callbacks, grittier energetic Teemo lines, and the words of a Teemo broken by war. Sometimes he sounds familiar, and others just feel so… sad.

Urf was fun as hell. That was one of the times when LoL made me laugh so much out of nothing. I was literally rofling how ridiculous it is. And thats why it was fun.
